Bush signed the ADA compliant bill, not until recently the ADA is now making it mandatory for ALL websites to be accessible to anyone with a disability. This enforcement started in 2016. The legal industry is seeing an increase in lawsuits regarding accessibility to websites. What defines disability, according to the ADA anyone that has a speaking problem, is legally blind, has diabetes, loss of a limb, is stressed, has a heart condition and many, many other health issues that the ADA has defined.
